Country Codes
Country Code is a prefix used when calling to country member of the International Telecommunication Union (ITU). The prefixes enable direct dialing to the country that has been dedicated the specific prefix. Country codes are only necessary when making a phone call to another country and used before the national number. When making international calls country codes are prefixed with a plus sign (+).

International country code of Russia
When you dial internationally from any country to Russia you should use the one digit country code of the Russian Federation. Formerly this code was used by all the republics within the Soviet Union. Now the code is used only by Russia and Kazakhstan.
Russia country code is 7 (seven)
When dialing internationally always dial 7 (seven) after dialing international code access and before dialing the area code. Sometimes you might see 8 (eight) before the area code. The 8 is used for calls inside of Russia; do not dial it when calling internationally.
How to dial the international code of Russia from the United States
Get access to international line by dialing 011. Dial the Russian country code 7. Proceed with dialing the area code and number. A more detailed information is available in the article about Russian area codes and dialing rules.

How to Place an International Call
To place a call between countries, you will need to know the local number for the person you are trying to reach as well as their Country Code and your own Exit Code.
You will need to dial the following:
Exit Code + Country Code + Area Code + Contact Number
The Exit Code is the number assigned to your country to dial an international number.
The Country Code is the number each country is assigned for incoming phone calls. In some cases, many countries share a single country code, such as Canada and the United States.
The City or Area Code is the number an area is assigned for incoming calls.
The Contact Number is the phone number for the person you are calling.
Note: Many countries have a 0 assigned to the beginning of phone numbers that is used for domestic calls. This is known as a Trunk Code. Leave the trunk code off when you are calling the number from outside the country.
Mobile Phone Instructions
If you are placing an international call from a mobile phone, you can replace your country’s Exit Code with the (+) sign. Some phones require dialing (+) followed by (*) twice, then the Country Code, City/Area code, and the Contact Phone Number.
If you are calling an international mobile phone number, be aware that the calling codes may not be the same as for an international land line.
VoIP Instructions
When you are calling an international number with a VoIP service, you may not need to dial the Country Code or the Exit Code. Some services add these numbers automatically to your call. Check if this feature is turned on in the settings.
International Roaming Information
Most mobile carriers today allow international roaming, which allows you to use the mobile networks of another country. If you want to call a Contact Number in the country, dial as if you were calling from a local phone with no Country Codes or Area Codes. If you want to call outside of the country, you will need to add country and city codes.
If someone local needs to call you, they will need to dial the number as if they were calling outside the country, including the country and area code.
Keep in mind you may need to contact your carrier before traveling internationally to activate international roaming. International roaming rates are often high and they will be added to your bill.

If you are trying to make an international call that will not go through, verify the following.
How to Save on International Calls
Calls placed to mobile phones registered in another country are usually charged at a higher rate than phone calls to a land line. Always know what type of phone number you are calling, and use an alternate land line if you can to save on the cost of the phone call.
If you are using a calling card to place an international phone call, make sure you understand the rate will be charged. Some cards will have very low advertised international rates but hidden connection or maintenance costs.
You may also save money by placing your call using a Voice over Internet Protocol (VoIP) service. This technology allows you to place calls over the internet instead of the land line network. International calls with VoIP technology are often far cheaper at a few cents per minute. You may be able to buy an international number for a low fee, allowing you to make free or low-cost calls to contacts in another country.
Finally, consider an discounted international calling feature from your land line or mobile provider. Make sure the country or countries you plan to call regularly are included in the plan, as most providers limit the service to specific countries or cities. You may get unlimited international calls to many countries, with a limit of X minutes per month to others.

The Russian phone network (country code +7) includes Kazakhstan (phone numbers starting with ‘6’ and ‘7’) and the partially recognized regions of Abkhazia (phone numbers starting with ‘840’) and South Ossetia (phone numbers starting with ‘9974’).
Calling to Russia
Russia’s country code may be mislabeled:
When calling to a mislabeled country code, remove the exit code from the call sequence and replace it with the exit code of the country where the call is dialed.

When calling a mobile phone user, dial to the country where the mobile phone is registered, regardless of where the person is roaming.

Russia does not have a country-specific satellite phone system.

Calling within Russia (domestic dialing)
‘8 – wait for the dial tone’ is used as a trunk prefix when calling between area (geographic) codes in Russia (when ’10’ is dialed after the dial tone it is also used to dial an international call).
Local calling within Moscow (calling to and from a phone number in area codes ‘495’, ‘498’, and ‘499’)
To call within Moscow, dial the trunk prefix ‘8 – wait for the dial tone’, followed by the area code and local phone number.
Calls within Moscow’s area codes are all billed as local phone calls.
Local calling (to a phone in the same area code, except for Moscow)
Dial only the local phone number. Do not include the trunk prefix ‘8’ or the area code.
Long distance calling (to a phone in a different area code or a mobile phone)
Using the pre-selected carrier
Dial the trunk prefix “8 – wait for the dial tone”, followed by the area code, followed by the local phone number.
The call will be dialed through the pre-selected carrier’s phone network and rates.
Hot-choice operator selection
Dial the trunk prefix “8 – wait for the dial tone”, followed by the carrier selection code, followed by the area code, followed by the local phone number.
The call will be dialed through the selected carrier’s phone network and rates.

Local example – calling from another location in Moscow
As this call is within Moscow, the phone call is dialed using the trunk prefix and the area code (although the call is charged at local rates.
If this phone number was dial to and from a Russian city other than Moscow, only the local seven digit phone number would be dialed.

Calling from Russia
‘8 – wait for the dial tone – 10’ is used as the exit code to dial an international call from Russia.
The ’10’ in this call sequence selects the default call carrier. Alternatively, a caller can replace the ’10’ with a carrier selection code to choose the international carrier.
Calling Russia: Country and area codes
The country code for Russia is ++7
To call Russia, dial:
(++ is replaced with the exit code of the country you are calling from, usually «00»)
Codes of regional centres have three digits. Codes of smaller towns consist of five digits with the first three digits being the area code and the last two digits the code inside the area.
General rules for calling Russia
Area code plus subscriber number usually sum up to 10 digits. Codes of regional centres consist of 3 digits. So if the subscriber number has less than 7 digits, the digit «2» is to be added between the area code and the subscriber number as many times as it takes for the whole number to end up having 10 digits.
In the following list a «2» is placed in brackets after the area code of towns which tend to have short subscriber numbers. Sometimes another digit is used instead of the «2». In these cases this digit is also given in brackets after the area code.

Russian area codes and phone numbers
The information about the area codes in Russia contained here is intended mainly for the international callers. Area codes and phone numbers might be somewhat confusing for the callers in the United States, Canada, and Europe, as the Russian dialing rules do not always follow the same pattern as in the West.
What a Russian phone number might look like
Depending on the source of the information the phone number you might need to dial might look very different from what you are used to. It might also contain confusing characters and numbers that are not to be used when calling internationally.
The following are some possible examples of a Russian phone number:

The Plus (+) sign in the Russian phone numbers
You might see that a phone number in Russia contains a plus (+) sign. A similar pattern is found in the European phone numbers as well. When dialing internationally simply ignore the plus. For your information, a plus can actually be used when dialing a phone number in Russia, namely when using a cell phone.
The Eight digit (8) before the area code
If you see an eight (8) before the area code simply drop it when calling internationally. The eight is used for making calls inside of Russia.
Ignore the plus (+) and the 8 (eight) if they appear before the area code in a Russian phone number.
Toll free 800 numbers in Russia
Just like in the United States, Canada, and many other countries, it allows callers inside the country to place a toll free call.
Long area codes: Russian area codes range from three to five digits
In the US and Canada we are used to a simple rule of thumb: a phone number will have a three-digit area code followed by a seven-digit phone number. This rule is applicable in Russia only in the case of Moscow and St. Petersburg land-line numbers (refer to a separate article on calling a cell phone number in Russia). All the other cities and towns in Russia have either a four-digit or a five-digit area code.
Calling Moscow and St. Petersburg
A land-line number in St. Petersburg should look like this 812-555-12-34 (it is customary in Russia to put a dash between the last two pairs of digits). When you call a Moscow phone number use the same format with a different area code (495 or 499 for the land lines), for example 495-555-12-34.
To call Moscow or St. Petersburg from overseas (USA and Canada and other countries)
Follow these simple directions:
When calling internationally, a Russian phone number will always be a ten-digit number (combination of area code and local number)
Calling any Russian city or town from overseas
The majority of Russian cities have a four or five digit area code and a shorter local phone number. A simple rule of thumb: the longer the area code, the shorter the local number. If the area code contains five digits it will have a five-digit local number; if the area code has four digits, it will have a six digit local number. Notice the pattern: you will always end up with a ten-digit phone number when making an international call.
Making an overseas call to a Russian mobile number

How to determinate a country code
In this case the ISO 3166-1 usually helps. It is divided into three types of codes: the two-letter (widely used, e.g. in license plate numbers or domain names on the Internet), three-letter (also widely used) and the digital code of the country. But there are many other standards, which are used by different organizations. The most popular example is the country code for the Olympic Games. You’ve seen that there are three letters written below each flag. So the IOC has its own standard, which is mostly identical with ISO, but not completely.

To organize the trade, the barcodes were invented. They show the codes of the countries, in which the objects of trade were produced. This is defined by the EAN standard, according to which each country is encrypted with two or three first digits.

What are Country Codes?
Basically, when countries get created, there is usually the need to be able to identify them universally by a unique code. Hence, country codes refer to a numeric or alphabetic geographical codes, otherwise referred to as «geocodes» that was developed to help represent and identify countries and other dependent areas. Most times, the country codes play a very important role in the facilitating of specific data processing, and also for communication purposes. It will interest you to know that there has been the development of different systems to implement this. Furthermore, the phrase «country code» is also used to also define international dialing codes. There is an ISO standard that defines the country code and their function: ISO 3166-1 and it is subdivided into three (ISO 3166-1 alpha-2, ISO 3166-1 alpha-3, and ISO 3166-1 numeric code)

It is important to know these codes and what they do, because the knowledge about them usually comes handy at some point, especially in cases where you have to visit another country.
Phone Codes
Whenever you want to call another phone number, you may have noticed that some of the numbers have the same first two or three digits. Phone codes are the prefixes to phone numbers that help people reach phone subscribers that are part of the different networks that make up member regions and countries belonging to the International Telecommunication Union (ITU). It will interest you to know that the codes get their definition from the standards set up by the ITU-T. With the aid of the prefixes, there is the facilitation of the international direct dialing.
Dialing Codes
Have you ever been in an area, and needed to place a call through to a different city, but the number would not go through even though you had the correct number? This is a common experience, especially when calling numbers that belong to a different area. Most times the calls don’t go through because the dialing code is not there or perhaps it is incorrect. A dialing code is a series of numeric codes that have to be dialed first before a phone number when a call is being made from a different area.
Examples of dialing codes: Sheffield 0114, Leicester 0116
Telephone Codes
A telephone code refers to the first set of numbers that come immediately after the country and dialing codes of the telephone number. In a 3-3-4 telephone number scheme, it is usually the first three digits. However, it is important to know that in some other countries, the lengths of the prefix and telephone numbers may differ. A telephone number that is full usually contains the country code when making international calls, the dialing code for calls between different areas, the telephone code, and then the subscriber number. It may interest you to know that with the advancement of telephone technology, the telephone code became obsolete in some places.

ISO Country Codes
This refers to two-letter codes that have been standardized and assigned to different countries. They are also utilized by the Internet Assigned Numbers Authority (IANA) for the creation of what is referred to as country code top-level domains (ccTLD). Furthermore, the ccTLDs that are being used today were created by the ISO 3166-1 alpha-2 codes. The ISO 3166-1 defines codes that were created to represent country names, while alpha-2 is indicative of the fact that the codes are two-lettered. There are also three lettered ISO codes too.

Кроме того, в машиночитаемых паспортах коды используются для определения национальности пользователя, а при банковских переводах позволяют определить место нахождения банка.

Что содержится в ИСО 3166?
ИСО 3166 имеет три части: коды единиц административно-территориального деления стран, коды территорий и ранее используемые коды (коды, которые использовались для описания стран ранее, но которые больше не используются).
Коды стран, которые могут быть представлены либо в виде двузначного кода (альфа-2), который рекомендуется в качестве кода общего назначения, или трехзначного кода (альфа-3), который может быть применен в тех случаях, когда применение латиницы неуместно.
Коды территорий представлены в виде альфа-2 кодов стран, доходя до трех символов. Например, ID-RI– это провинция Риау в Индонезии и NG-RI – это провинция Риверс в Индонезии. Названия и коды для подразделений обычно берутся из из соответствующих официальных национальных источников информации.

ИСО 3166 регулярно пересматривается для того, чтобы соответствовать изменениям в названиях стран и их подразделениях. Данные изменения вносятся Агентством по техническому обеспечению (ИСО 3166/МА).

Как определяются элементы кодов стран?
Агентство по ведению ISO 3166 присваивает код независимой стране, определенной государством-членом Организации объединенных наций (ООН).
ООН уведомляет агентство по ведению ISO 3166, а также сообщает о присвоенном числовом коде. Затем ISO 3166/MA присваивает коды альфа-2 и альфа-3. Для других геополитических областей, которые являются частью суверенной страны и членом ООН, специальный запрос может быть подан в агентство по ведению ISO 3166.
Подлежит рассмотрению, что данные области не могут быть эксклавом, отделенным от основной территории страны, ни островом в территориальных водах материнской страны и должны быть физически отделены от основной территории.
Такие просьбы должны поступать от компетентных должностных лиц национальных правительств стран, обладающих суверенитетом на данной области и ратифицированы или предложены в качестве альтернативы членом ИСО, обладающим суверенитетом в данной области.

Общероссийский классификатор стран мира разработан Всероссийским научно-исследовательским институтом классификации, терминологии и информации по стандартизации и качеству (ВНИИКИ) Госстандарта России и Центральным банком Российской Федерации (Банком России). Внесен Научно-техническим управлением Госстандарта России.
Назначение: идентификация стран мира, используется при обмене информации на международном уровне.
Международные стандарты: приведен в соответствие с Международным стандартом ИСО 3166-97 «Коды для представления наименований стран», Межгосударственным классификатором стран мира MK (ИСО 3166) 004-97.
Примечание: ОКСМ входит в состав Единой системы классификации и кодирования технико-экономической и социальной информации.
Структура классификатора
Структура ОКСМ представляет собой 3 блока:
Если полное наименование отсутствует, то это означает, что оно совпадает с кратким наименованием. Буквенные коды имеют визуальную ассоциацию (сходство в написании) с общепринятым названием страны мира. Двухзначные коды рекомендованы для меджународных обменов. Трехзначные коды применяются для обмена информации в исключительных случаях. Изменение наименование страны мира может повлечь за собой изменение буквенных кодов, однако это не затрагивает цифровой код.

Следует учитывать тот факт, что в изданных Росреестром словарях и географических картах используются наименования стран, которые отличаются от наименований в ОКСМ.

Тут почему-то все упускают тот факт, что в Беларуси два официальных языка, беларусы являются полноправными носителями русского, и название Беларусь дано именно на русском. Поэтому все примеры насчет других стран совершенно нерелевантны, как и пример с «Расiя» на беларуском языке не может служить оправданием некорректного названия «белоруссия».

Название «Белоруссия» сейчас активно продвигается Институтом русского языка РАН, а некоторые источники утверждают, что это – лишь неофициальное название страны. Однако все дороги ведут в ОКСМ – Общероссийский классификатор стран мира, к которому обращаются, когда хотят всё узнать точно и наверняка. ОКСМ принят Российской Федерацией на официальном уровне, поэтому в него мы и заглянем. 112-ой в списке идёт «Республика Беларусь» с её сокращённой формой «Беларусь». А вот «Белоруссии» там не наблюдается. И ещё дополню в русском языке пишется Белая, а не белоя Русь.

В русском ЮРИДИЧЕСКОМ языке приказы федеральных органов исполнительной власти, коим является ОКСМ, утверждённый росстандартом, не могут противоречить федеральным законам, указам президента РФ, постановлениям правительства РФ (по иерархии).

Ребята, россияне, ну не нервничайте так! Классификатор ВАШ, название утверждено и внесено. Да, есть нестыковочка на предмет как теперь правильно писать, «белорус» или «беларус». Ну, не проблема же! Решится со временем. У нас, конечно, есть тоже горячие головы, обижаются на «Белоруссию». Я лично к этому проще отношусь: уверен, что более, чем 90% случаев, это происходит непредумышленно, без всякого умысла на оскорбление. Зато в соцсетях это 100%-ный маркер небелоруса (или небелАруса. ))). Мира всем! )

Может тогда еще ответите на вопрос, почему в Беларуси в документах написанных на русском языке (который является так же государственным) пишется «Республика Беларусь»? Или именно название государства вдруг начинают писать на белорусском? Никто не пишет названия стран отдельно другим языком.

Для русских, россиян и белорусов небольшие правила русского и белорусского языков, а то кто-то свою трасянку возвеличил в ранг русского языка!
В русском языке нет существительных с началом «белА», как и в белорусском языке нет существительных с началом » белО». И это касается даже топонимов, т.е. собственных имён, а всё из-за того, что всегда соединительная буква в русском «О», а в белорусском соединительная «А».

И чтобы новое государство ничего не имело общего с Россией, то «Беларусь» с бел.мовы не стали переводить на русский язык, дабы повысить статусность новой Республики (но если быть честнее, то это своего рода хитрож..пость от «нэзалэжников» номер 2, они думали типа кириллица и никто не поймёт ничего и так легко можно будет подменить русский язык своей трасянкой).
Может кто-то объяснит, по каким таким правилам русского языка образованы топонимы названий рек Ангара, Ишим, Вилюй, Олёкма и Тасеева? Ну где же вы, наши любители соединительных букв, суффиксов и приставок? Ааа, это другое?
Страны Белоруссия нет в документах ООН, СНГ, ЕАЭС И Союзного Государства, а вы дальше, о любители соединительной О, выдумывать оправдания, чтобы просто быть надменными хамами. Беларусь, белорус/белорусский. Просто запомнить и не учить других, как у них страны называются. И да, видел тут комментарий про то, как Россия в белорусском языке написана. Так это наш маленький локальный язык, который вам никто не насаждает. Как не указываете ни одной другой стране, как им называть вас. Так и мы не лезем в чужие языки, а русский у нас является государственным и нам самим решать, как в нем называть наши исторические и культурные топонимы, в том числе страну. Потому что язык русский, а не российский, запомните диванные воздыхатели об империи. И народ мы русский, как вы, так и мы.

Здравствуйте я гражданин Кыргызской Республики, код под номером 417 написана Киргизия, но на самом деле наша республика называется Кыргызстан, и в нашей стране живут не «Киргизи» а Кыргызы. Глубоко уважаемые наши соседи, в частности великая Российская Федерация мы вас очень уважаем вы очень продвинулись вперёд во всем, Пожалуйста измените на вашем классификаторе стран название нашей страны на КЫРГЫЗСТАН а не Киргизия.

В российском классификаторе на русском языке страна 417 Киргизия (Киргизская Республика, Киргизстан) называется согласно правил русского языка, в котором отсутствует слог «кыр». Написание с буквами «ы» выполняется только на киргизском языке, использующем кириллицу в качестве алфавита.

Country Codes
Country Code is a prefix used when calling to country member of the International Telecommunication Union (ITU). The prefixes enable direct dialing to the country that has been dedicated the specific prefix. Country codes are only necessary when making a phone call to another country and used before the national number. When making international calls country codes are prefixed with a plus sign (+).
List of country calling codes
When calling a phone number in another country, there is usually a prefix you have to dial to indicate that you’re placing an international call (so that the number isn’t confused with a domestic number starting with the same digits); this varies by country, although on mobile phones you usually can use «+» instead. After this international dialling prefix, you must dial the country code for the country you are calling, followed by the local number. This is a list of those country codes.
The country code is usually included in the fact box («quickbar») in the beginning of country articles. Both it and the international dialling prefix are usually told also in the Connect section of the country article.
The entities that are within the North American Numbering Plan – the United States and its possessions, Canada, Bermuda, and several Caribbean nations — share the international «country» code 1, with each state (or parts of states), province, territory, or island nation given its own three-digit «area code». The following list includes the area code for such nations.
International prefix [ edit ]
Before dialling the country code, you usually have to dial an international prefix. This is so that the country code won’t be confused with the first few digits of a local or national telephone number. On mobile phones «+» is usually automatically substituted by the international prefix. Here is a list of common international prefixes:

Актуальный стандарт номерных знаков введён в России в 1993 году. Форматы табличек для разных типов транспортных средств отличаются по цвету, форме, сочетанию букв и цифр, но у всех из них есть код региона (исключение — «военные» номера, где цифровой код обозначает военный округ или вид войск).
Цифровые коды регионов от «01» до «89» изначально присвоили по списку субъектов федерации, перечисленных в Конституции. Уже в 1999 году для Москвы пришлось вводить новый код «99», позднее дополнительные коды получили многие другие регионы, а в 2004 году на номерах появились трёхзначные коды.
В прошлом году новые коды получили Москва (797), Московская область (790), Челябинская область (774) и Оренбургская область (156). Теперь таблица с кодами регионов России выглядит так.

ВВЕДЕНИЕ
Общероссийский классификатор стран мира (ОКСМ) входит в состав Единой системы классификации и кодирования технико-экономической и социальной информации (ЕСКК) в Российской Федерации.
ОКСМ гармонизирован с Международным стандартом ИСО 3166-97 »Коды для представления наименований стран», разработанным Международной организацией по стандартизации (ИСО), и Межгосударственным классификатором стран мира МК (ИСО 3166) 004-97.
ОКСМ предназначен для идентификации стран мира и используется в процессе обмена информацией при решении задач международных экономических, научных, культурных, спортивных связей и т.д.
Объектами классификации ОКСМ являются страны мира, под которыми понимаются суверенные государства и территории, имеющие политические, экономические, географические, исторические особенности и представляющие интерес с точки зрения внешнеторговых операций, транспортных перевозок и т.д.
Структурно классификатор состоит из трех блоков: цифровой идентификации, наименований, буквенной идентификации.
Блок цифровой идентификации содержит трехзначный цифровой код страны мира, построенный с использованием порядкового метода кодирования.
Блок наименований включает краткое наименование и полное официальное наименование страны мира. Отсутствие в позиции классификатора полного наименования страны мира означает его совпадение с кратким наименованием.
Блок буквенной идентификации стран мира содержит двухзначный (альфа-2) и трехзначный (альфа-3) буквенные коды, знаками которых являются буквы латинского алфавита. Основным принципом, который использовался при создании буквенных кодов, является принцип визуальной ассоциации кодов с наименованиями стран мира на английском, французском или других языках.
Двузначные буквенные коды рекомендуются для международных обменов, они позволяют создавать визуальную ассоциацию с общепринятым наименованием страны мира без какой-либо ссылки на ее географическое положение или статус. Трехзначные буквенные коды применяются в особых случаях, определяемых компетентными организациями.
Цифровой код имеет преимущество перед буквенным кодом, заключающееся в том, что на него не влияют изменения в наименованиях стран мира, которые могут повлечь за собой изменения кодов альфа-2 и альфа-3.

В классификаторе страны мира расположены в порядке возрастания их цифровых кодов.
Коды мобильных операторов России: что означают и какие есть
Телефонный номер, в том числе и код мобильного оператора, в большинстве стран можно условно поделить на три части. Первая – код страны, иначе – Country Code. Код в России – семерка.
Именно по этой причине федеральные мобильные номера нередко записывают в форме: «+7 9хх ххххххх». Это относится не только к мобильным номерам, но и к городским.
Многие из нас привыкли вместо семерки набирать восьмерку. Это связано с необходимостью получить возможность делать звонки за пределами населенного пункта, хотя и внутри страны.
Тарифицируются они в качестве междугородних, но не международных. Хотя, как правило, местный номер телефона можно начинать с +7, и тарификация звонка будет местной.
В коде страны может быть единственная цифра, как в США, Канаде или России, а может – и несколько, до 4 цифр. Четырехзначные коды имеют островные государства, лежащие у берегов Соединенных Штатов, такие как Бермуды или Барбадос.
В разных странах может использоваться одинаковый код. Примером является как раз Россия, поскольку семерка является также кодом Казахстана, хотя подобные случаи являются исключением.
DEF-коды сотовых операторов РФ
За кодом страны в номере следует код зоны, условно обозначаемый телефонистами при помощи букв DEF или ABC, при этом имеется в виду, что это, во-первых, первые после кода страны цифры номера, а, во-вторых, что число их ровно 3.
Обозначение ABC применяется для зонах, привязанных к географии (Москва – 495, Санкт-Петербург – 812), а DEF – когда определение зоны не связано с географией. Под это определение попадают коды сотовых операторов РФ, за редким исключением.
К примеру, DEF 901 пользуются более трех десятков сетей, абоненты которых проживают во всех регионах страны. В определенных случаях один DEF может быть целиком отведен для какой-то конкретной сети.
Например, DEF 903 применяется только в номерах абонентов оператора «Билайн», который также известен под названием «Вымпел Коммуникации».
При этом DEF 903 не имеет географической привязки – его используют и в столице, и в Твери, и в Астрахани.
В качестве исключения можно назвать DEF 916, применяемый только для столичных абонентов компании «Мобильные Телесистемы», но это не более чем частный случай распределения выделенного диапазона внутри компании.

The GEC country list differs from ISO 3166 in many minor and sometimes surprising ways. It has assigned separate codes to Bassas da India (BS), Europa Island (EU), Glorioso Islands (GO), Juan de Nova Island (JU), and Tromelin Island (TE), tiny and mostly uninhabited Indian Ocean islands administered with the French Southern Territories; also, Ashmore and Cartier Islands (AT) and Coral Sea Islands (CR), Australian territories; and Clipperton Island (IP), which is administered from French Polynesia. It splits Svalbard and Jan Mayen Islands into two countries (JN and SV). a It shows United States Minor Outlying Islands as nine countries: Baker Island (FQ), Howland Island (HQ), Jarvis Island (DQ), Johnston Atoll (JQ), Kingman Reef (KQ), Midway Islands (MQ), Navassa Island (BQ), Palmyra Atoll (LQ), and Wake Island (WQ). It treats Palestine as the Gaza Strip (GZ) plus the West Bank (WE); also, a code is assigned to No Man’s Land (NM), a small and winding band of neutral territory near Jerusalem. Since Kosovo declared independence, it has treated Serbia as Serbia proper (RI) plus Kosovo (KV). The 2004 edition of the CIA World Factbook explains why it has added country listings for Akrotiri and Dhekelia, two British military bases in Cyprus. They were assigned the GEC codes AX and DX, respectively, by FIPS Change Notice 12, dated 2007-06-11. At the same time, codes were added for the Southern Kuril Islands (a.k.a. Hoppo Ryodo) (PJ) and areas of undesignated sovereignty (UU), which overlaps with some other codes. The UU code was revoked in 2010-04 with the changeover to Geopolitical Entities and Codes. Finally, GEC allocates codes to the Paracel (PF) and Spratly (PG) Islands, two island groups in the South China Sea that are claimed by every country within shooting distance; ISO 3166 is noncommittal about the Paracels and Spratlys. When ISO split Еland from Finland, GEC did not, so that is one more point of difference between them. The newer GENC standard has retained these variations, but uses ISO-like codes.
In recent years, unauthorized stickers have come on the market to promote various tourist areas. One of the earliest was MV for Martha’s Vineyard. Besides, when a code changes (e.g. Faroe Islands changed from FR to FO in the mid-1990s), the old stickers don’t disappear in a flash. Consequently, even direct observation may not be sufficient to establish the correct Distinguishing Sign for a country.
A Wikipedia user in Uruguay, MauriManya, says that the Distinguishing Sign for Uruguay has changed to UY «al adoptar el sistema unificado en todo el paнs» (on the adoption of a unified system throughout the country).
The list of countries by Distinguishing Sign is a bit different from the ISO 3166 country list. Instead of Tanzania, there are Tanganyika (EAT) and Zanzibar (EAZ), dating back to before 1964 when the two countries united. There is even a code for Alderney (GBA), which is a dependency of Guernsey.
The digits of a telephone number following the country code often have a geographical significance, and are often called area codes. Some lists of area codes for different countries can be found online. Here are a few such sites. All of these links are to other websites.

There are NATO standards called STANAG (for STANdardization AGreement), used to communicate military information among NATO members. STANAG 1059 is used for countries and other regions. The country codes are based closely on the ISO Alpha-3 codes. The Stanag code for Macedonia is FYR instead of MKD ; almost all of the others are the same.
The history of STANAG 1059 is hard to track. Its first Wikipedia entry was made in 2004, and referenced a seventh edition dated 2000 and an eighth edition dated 2003. The eighth edition became effective on 2004-04-01. The ninth edition appeared in draft form in 2005. A tenth edition was planned, but I can’t find it online. The first seven editions were closely based on FIPS 10-4 two-letter country codes. The eighth edition added ISO two- and three-letter country codes. It also listed primary subdivisions, with their ISO 3166-2 and FIPS 10-4 codes. All FIPS codes in this document are deprecated.
Eurostat, the statistical agency of the European Union, has modified the ISO 3166-1 standard to create its own Geonomenclature , or GEONOM for short. These codes are intended to be used in compiling external trade statistics for EU countries.
CountryCodes.CO , a website devoted to code lookups, has several codes not listed here.

Member States of the European Union (EU) and other countries have been assigned a two-letter country code, always written in capital letters, and often used as an abbreviation in statistical analyses, tables, figures or maps.
The protocol order in which countries are often listed is based on the alphabetical list of countries in their national language for EU and EFTA Member States and for candidate countries; for potential candidates, it is based on the alphabetical order of their country code.
EU Member States come first, followed by European Free Trade Association (EFTA) Member States, candidate countries for EU membership, potential candidates and, finally, other countries. The order in the tables below is first column down, then second column down, etc..

Существует два объяснения почему код России +7. Это народное мнение (популярное в основном в России) и научное объяснение.
1. Чем больший авторитет и вес имеет страна, тем меньший международный телефонный код она имеет. Логика проста: одну цифру запомнить и набрать легче, чем две и тем более проще, чем три.
Здесь нельзя не порадоваться, что код России +7. Это означает, что мы входим в десятку самых влиятельных стран. А как же еще, если нас боятся еще со времен СССР.
2. Весь мир разбит на 10 зон по географическому расположению, которые пронумерованы от 0 до 9. Страны внутри зоны имеют международные коды начинающиеся с цифры зоны. Россия входит в состав зоны 7 (делит ее с Казахстаном почти пополам). По какому принципу нумеровали сами зоны остается не ясно.
Интересно то, что зоны 0 вы нигде не найдете, потому что по стандарту ее отвели для космических объектов (Луна, Марс и т.д.)
Телефонный код России
Любое государство имеет свой уникальный телефонный код, благодаря которому упрощается система телефонных звонков между странами. Если бы не была введена система присвоения каждой стране своего кода (имеется в виду не только телефонный код России), то или пришлось бы звонить по очень длинным телефонам или был бы полный хаос с телефонными номерами. Без толстенного телефонного справочника было бы не обойтись. А определить откуда звонок и обработать входящий вызов было бы еще труднее. Если бы вам даже позвонили из соседнего города, то не имея телефонный код России стационарным, пришлось бы обратиться к справочнику. А как на самом деле в действительности:
Код России международный +7, хотя в пределах страны с мобильника можно набирать 8, но с городского телефона в России только 8, а со стационарного телефона из-за границы только 007.

При совершении голосового вызова либо отправке сообщения с сотового телефона, телефонный номер любого абонента России можно набирать как в национальном формате, так и в международном с кодом страны. Если же звонок совершается со стационарного, то номер доступно набирать только в национальном формате.
Отличаются правила набора мобильных и стационарных номеров РФ, если звонок совершается из другой страны, и с сотового телефона любого оператора связи России необходимо набирать исключительно в международном формате, с использованием кода страны. Однако при звонках с местных номеров из-за границы, также может потребоваться пользоваться национальными правилами набора.
Рассказываем про правила набора и использования международного кода России при совершении звонков со стационарных телефонов и мобильных телефонных номеров: в каком случае обязательно использовать префикс 7 перед номером, а в каком случае можно использовать формат набора через восьмерку.
Чем отличаются форматы набора номера?
В любой стране мира используется два варианта набора телефонных номеров — национальные и международный. Национальный формат позволяет дозвониться на другой номер только в пределах страны, а вот использование международного, находясь в любой точке мира.
В России также используется два формата набора, и сегодня нельзя с точностью ответить на вопрос, какой из них наиболее популярен среди пользователей. Поэтому многие не всегда готовы правильно ответить на вопрос, с какой цифры начинается любой номер телефона в России.
Национальный формат набора доступно использовать при звонках с любого российского телефона, если вы находитесь на территории страны. В этом случае набор телефонные номера начинается с восьмерки. Однако и здесь есть свои особенности.
Так, при совершении звонка с сотового, после восьмерки вводится код оператора либо города, и абонентский номер, после чего достаточно нажать на отправку вызова, и дождаться соединения.
А вот для звонка со стационарного телефона, после набора восьмерки, необходимо дождаться непрерывного сигнала, и только после этого продолжить набор абонентского номера. Хотя стоит отметить, что многие провайдеры телефонной связи уже поддерживают формат набора номера, как и с сотового.
Международный формат набора можно использовать в сетях мобильных операторов России, как федеральных, так и региональных, и вместо восьмерки необходимо набрать код страны +7. Такой формат набора не влияет на стоимость звонка, и рекомендован для использования всеми мобильными операторами.
Отличается использование национального формата набора номер при необходимости совершить звонок на телефон другой страны. Для совершения звонка с мобильного либо городского телефона России при звонке на телефон ближнего или дальнего зарубежья, необходимо использовать следующую последовательность — восьмерка, десятка, код страны, код региона либо провайдера подвижной связи, абонентский номер. Обратите внимание, что при наборе со стационарного, после восьмерки также необходимо дождаться непрерывного гудка.
С сотового номера для звонка на телефон другой страны такое правило набора тоже можно использовать. Однако дозвониться получится только в том случае, если вы находитесь на территории России.
Какой формат использовать за границей?
При совершении голосового вызова из другой страны, необходимо учитывать, с какого номера он совершается. Это связано с тем, что также может быть предусмотрено правило по использованию национального формата набора номера.
Так, в странах Европы используется единый формат набора телефонного номера другой страны. Вместо префикса 8 10, используется 00.
Для примера, находясь в любой европейской стране, вы можете с местного номера позвонить в Россию следующим образом. В начале необходимо указать коды выхода на международную линию и телефонный код России в формате 007, после чего ввести код оператора либо города, и номер телефона абонента.
Если же находясь за границей необходимо совершить звонок со своего мобильного телефона МТС, МегаФон, либо другого оператора России, то нужно использовать обычный международный формат набора номера, начиная с кода страны +7.

Olympic country codes
ISO country codes
The International Organization for Standardization has other country codes. Somewhat impractical, because hardly legible, is the numeric variant such as 840 for the United States. It is almost only used in information technology, where it is no longer important that the code is human readable. More common for this is the 2-letter code alpha-2. It is mainly used for assigning a country-specific domain. The European IBAN system for bank account numbers also uses this code. Often it is also identical with the car license plate. This code is almost always based on the 3-bay variant.
Currency codes
No codes for currencies appear in the table above, but they also exist. They also consist of 3 letters according to an always uniform system: First come the two letters of the ISO code (3166-1 alpha-2) and then follows the first letter of the unit. So for the US Dollar, the letters «US» come first and then an «D» for the Dollar follows. The code of the Thai Baht is therefore THB and for the Japanese Yen it is «JPY».
Again, of course, there are exceptions: Currencies like the Euro are not tied to a single country, which is why it was given the abbreviation EUR. And individual countries, such as Mexico, are also treated differently. The Mexican peso should actually have the code MXP in the system, but since a currency reform in 1992, the abbreviation is «MXN».

Однако такие правила набора работают не во всех городах. А чтобы дозвониться до человека в другом городе или даже стране, следует набирать номер определенным образом — через международный код страны и код конкретного города либо оператора связи.
Рассказываем, откуда взялись правила международного набора номера, и какие существуют коды номеров других стран.
Теория нумерации
Правила набора номера исходят из телефонного плана нумерации — так называют систему телефонных номеров, с помощью которой определяется направление вызова и происходит идентификация звонящего.
Различают 2 разных плана нумерации:
Планируется полный переход России на закрытый план нумерации, которому отдает предпочтение мировое сообщество. Пока он введен исключительно в Москве и области — там любые номера нужно набирать с кодами 499, 498 или 495. Необходимость закрытого плана в столице вызвана тем, что используется три географических кода — каждый семизначный номер это три разных абонентских номера.

Коды стран для международного соединения также устанавливаются международным планом нумерации.
Существует стандарт электросвязи Е.164, который присваивает стране определенный код и регламентирует максимальную длину телефонного номера в символах. В технической документации также встречаются такие названия для кодов, как IDD (International direct dialing) или ISD (International Subscriber Dialling).
Международные коды зон (регионов) могут отличаться:
США использует свой Североамериканский план нумерации. В нем при нахождении за пределами города или штата всегда нужно набирать с мобильного телефона +1 — код выхода.
Выделяют 9 зон, к которым отнесены все страны мира. Это означает, что мировой код страны начинается с этой цифры или, как в случае с Россией, состоит только из этой цифры (в нашем случае 7).

Зона 2. К этой зоне относятся коды таких стран, как Египет (20), Марокко (212), Тунис (216), Сейшелы (248), Кения (254) и др., это преимущественно страны Африки, но сюда же попали Фарерские острова (298) и Гренландия (299).
Зона 3. В этой зоне практически все страны Европы: Греция (30), Франция (33), Испания (34), Португалия (351), Финляндия (358), Беларусь (375) и множество других.
Зона 4. С этой цифры начинаются международные коды стран Румыния (40), Чехия (420), Австрия (43), Великобритания (44), Польша (48), Германия (49) и некоторых других.
Зона 5. С этой цифры начинаются мировые коды стран Южной Америки: Гватемала (502), Панама (507), Мексика (52), Чили (56) и т.д.
Зона 6. Отведена под Азию, Австралию и Океанию: Малайзия (60), Австралия (61), Таиланд (66) и т.д.
Зона 7. В документации до сих пор зарезервирована под Советский Союз. С этой цифры начинаются коды России и Казахстана.
Зона 8. Почти не используется, за исключением нескольких стран: Япония (81), Южная Корея (82), Вьетнам (84), КНДР (850) и др. Код 800 зарезервирован под бесплатные вызовы для всех стран.
Зона 9. Сюда относятся страны Ближнего Востока и Средней Азии: Турция (90), Ливан (961), Сирия (963), Таджикистан (992), Грузия (995) и т.д.
Коды стран влияют и на стоимость международных звонков. Звонки внутри своей зоны обычно гораздо дешевле, чем связь с другими зонами.
Мировой код России
После распада Советского Союза все республики перешли на новые префиксы, а +7 остался за Российской Федерацией и Казахстаном. Крым после присоединения также перешел на российский префикс. Номер Казахстана имеют после +7 географические и мобильные коды в диапазоне 600-799. Также к данному международному коду относятся номера Абхазии и Южной Осетии.

Несмотря на то, что зоновый код и местный номер могут иметь разное количество цифр, общая длина российского номера не может составлять более 12 символов (вместе с +7).
Чтобы позвонить из-за границы в Россию с мобильного телефона, нужно набрать обычный сотовый номер абонента, только не с 8, как мы делаем это внутри страны, а с международным кодом +7.
Чтобы позвонить абоненту в России со стационарного телефона, находящегося за границей, сначала необходимо выйти на международную линию.
Например, в России для выхода на международное соединение нужно набрать 8-10, в США 011, во многих других странах 00. Далее набирается префикс оператора (код города) и номер абонента.
Отметим, что в России также запланирован переход на новую систему набора номера. Ожидается, что к 2025 году вместо привычной “восьмерки”, в начале номера перед кодом города или оператора необходимо будет набирать “ноль”, а при звонках в другие страны со стационарных российских телефонов вместо 8-10 — 00.

When prompted to enter the number you wish to call follow the basic rules of dialing a regular phone number in Russia:
011-7-Area Code-Number. Note that in this instance the correct term for the Area Code is actually Federal Code. Important: a Russian cell phone number might contain symbols not used when dialing internationally. Ignore the digit 8 (eight) and the plus (+) if they appear before the area (federal) code.
The 8 is used for calls inside Russia. The plus sign in a phone number is used when dialing from a Russian cell phone. Both instances have nothing to do with international calls to Russia thus when you dial a number you simply drop them.
About the Federal Codes in Russian cell phone numbers
In the United States cell phone numbers use the same area code as the local numbers. In Russia mobile phones do not share the same area codes as the land lines. This has to do with the different ways mobile communications are set up in the US and Russia.

In America local calls from a land line to a cell phone within the same area code are free for the person calling from a land line. The person receiving the call on a mobile phone has to pay for the call. In Russia it is the calling party that pays for the call. The incoming calls on a Russian cell phone are free. Thus in effect a person making a call from a land line to a cell phone in Russia has to dial a different area code and thus has to pay for long distance.
To distinguish mobile numbers from regular landline phone numbers in Russia there a system in place that uses what is called Federal Codes. As the name suggests they are not tied down to one region. Thus a person living in St. Petersburg might have a phone number with the same Federal Code as a person living in Moscow.

As it has been mentioned above, unlike in the United States, it is the party that is making a phone call to a cell phone that has to pay for the call, while the incoming calls are free. Whether you call a mobile number from a land line in Russia or making a call to a Russian mobile phone from the US or any other country it is you, the calling party, that has to pay extra.

One of the advantages of having special Federal codes for the Russian cell phone numbers is your ability to distinguish them from a regular land line. You cannot do it easily in the United States, for example, where the same area codes are used for both mobile and regular land line numbers, though through some research you can distinguish a cell number by the prefix used.
In Russia it is much easier to spot a mobile number. The area code (Federal Code) begins with a nine (9). Here is a list of the current Federal Codes assigned to mobile phone companies in Russia. If the number you are calling has one of the following ‘area’ codes then it is a cell number:

Telephone numbers in Russia are under a unified numbering plan with Kazakhstan, both of which share the international code +7. Historically, +7 was used as the country calling code for all of the Soviet Union. Following the Soviet break-up, all of its former republics, save for Russia and Kazakhstan, switched to new country codes. Following Abkhazia’s secession from Georgia, Abkhazia switched to the Russian telephone codes +7 840 for landlines and +7 940 for mobile phones, though it still can be reached via the Georgian telephone code +995 44. After the Annexation of Crimea by the Russian Federation in 2014, [b] the Republic of Crimea switched to the Russian telephone codes +7 978 for mobile phones and +7 365 for landlines, while the city of Sevastopol switched to the codes +7 978 for mobile phones and +7 869 for landlines, since 7 May 2015. [5]
Russia uses a four-level (local, zone, country, international) open dialing plan. Local telecommunications regulators had planned to abandon this system and change to a closed dialing plan at all levels by 2009, but postponed the changeover until 2010, [6] later pushed once more until 2012 [7] and finally approved for implementation in the period of 2020–2025. [8] Currently, all national subscriber numbers consist of 10 digits (excluding any prefixes), with 3 digits for an area code and a 7-digit individual number which includes a zone code (up to 2 digits).

International country code of Russia
When you dial internationally from any country to Russia you should use the one digit country code of the Russian Federation. Formerly this code was used by all the republics within the Soviet Union. Now the code is used only by Russia and Kazakhstan.
Russia country code is 7 (seven)
When dialing internationally always dial 7 (seven) after dialing international code access and before dialing the area code. Sometimes you might see 8 (eight) before the area code. The 8 is used for calls inside of Russia; do not dial it when calling internationally.

Who decides all this?
The International Telecommunication Union (ITU) which is a so-called specialised agency of the United Nations. The ITU-T, a sector of the ITU that develops global standards for telecommunication, assigns country dial codes in their ”List of ITU-T Recommendation E.164 Assigned Country Codes” (PDF link). This document is updated with the agency’s current ”position” whenever changes to the world’s geopolitical situation warrants a revision.
Calling Zones
If you’ve been paying attention you’ve probably noticed that countries that are geographically close to one another tend to have similar dial codes. This is intentional, of course.
