International Debt Statistics 2022

Now in its forty-eighth year, International Debt Statistics (IDS) supports policymakers and analysts by monitoring aggregate and country-specific trends in external debt in low- and middle-income countries. It provides a comprehensive picture of external borrowing and sources of lending by type of borrower and creditor with information on data availability and comparability. To further enhance debt transparency, this year’s report introduces additional features, such additional information on average lending terms by creditor country and the currency composition of debt stock. The Central Bank is also featured separately in the borrower composition along with its debt instruments. In addition, the IDS-DSSI database includes the actual debt service deferred in 2020 by each bilateral creditor and the projected monthly debt-service payments owed to all bilateral creditors for year 2021. The IDS 2022 publication provides a select set of indicators, with an expanded data set available online. Learn more.

Atlas of Sustainable Development Goals 2020: a new visual guide to data and development

The Atlas of Sustainable Development Goals is built around World Development Indicators — the World Bank’s compilation of statistics from over 200 economies about global development and the quality of people’s lives. For each of the 17 Sustainable Development Goals, selected indicators have been identified and visualized to analyze trends and challenges, and to stimulate discussion on measurement issues. You can browse the Atlas online here and all the underlying data is available in the World Development Indicators database.

World Development Indicators (WDI) publication is a collection of time-series data for 217 economies, with many indicators going back more than 50 years. WDI provides cross-country comparable statistics about development and people’s lives around the globe. It is divided into seven sections – World View, Poverty and Shared Prosperity, People, Environment, Economy, States and Markets, and Global Links. New online tables, previously published in the book, are now available from wdi.worldbank.org/tables and they provide data from the most up-to-date database. Learn more

The World Bank has a wide array of high quality data and much of it is open data. It covers several distinct collections and databases.

We have created world-bank user specifically for World Bank datasets so they can all be found in one place.

World Development Indicators

One of the major open ones are the World Development Indicators which provide a variety of important indicators ranging from GDP and population to CO2 emissions and literacy in a standardized cross country form. We added 308 datasets from featured indicators page to datahub. These datasets can be found in several main categories:

This is an implementation of the World Bank API v2 in Python. Use this package to explore the World Development Indicators published by the World Bank.

Get the list of indicators

This is done with the get_indicators function. You may query only the indicators for a specific source or topic as below. If you input no arguments, the get_indicator function will return the description of all the 16,000+ indicators.

Requesting all indicators may take a few seconds, but no worries, the result is cached, so next time this will be instantaneous.

Searching for one country or indicator

Get the values of an indicator

The function get_series returns the value of a single indicator. The World Bank API accepts quite a few arguments, including:

For instance, the call below returns the most recent estimate for the World Population:

The result above has a 3-dimensional index. Use the argument simplify_index to ignore the dimensions that take a single value (here: year and series ). Also, use the argument id_or_value=’id’ if you prefer your data to be indexed by the codes rather than labels:

The reason for which I wrote world_bank_data is mostly speed, e.g. I wanted to use the lastest version of the World Bank API (v2) and benefit from significant speed improvements. Reimplementing the API also gave me a finer control on the mapping of options.

Международные открытые данные и конкурс Всемирного Банка

Ранее я уже писал о том что открытые данные важны и полезны для общества и то что по всему миру они используются.

Однако, упоминая открытые данные раскрываемые государством, нельзя не упомянуть ещё одно важное явление — это раскрытие данных международными организациями такими как ООН и Всемирный банк, а также то зачем они раскрываются.

Я подробнее остановлюсь на раскрытии информации именно Всемирным банком.

Возможно, кто-то из Вас знает — Всемирный банк уже много лет собирает по каждой стране большие объемы информации, в основном, статистической о структуре их экономики, значения и показатели необходимые для оценки уровня экономического развития, данные используемые в рейтингах простоты открытия своего дела и многое другое.

Кроме того, это одна из крупнейших мировых международных финансовых организаций которая осуществляет финансирование десятков и сотен проектов по всему миру.

В начале 2010 года Всемирным банком был создан и открыт в интернете портал Data.worldbank.org.
Этот сайт является центром раскрытия информации в машиночитаемом виде и предоставляющим данные пользователям сразу в нескольких формах:

1. Каталог открытых данных

В каталоге собраны практически все массивы имеющиеся в распоряжении Всемирного банка. Данные представлены в форматах XML, CSV, XLS или ссылками на описание API через которое данные можно получить.

2. Публичное API

Список индикаторов, каталог стран и значения индикаторов — все они доступны через специальное онлайн API описание которого можно посмотреть по ссылке. http://data.worldbank.org/developers
Учитывая огромное число индикаторов и весьма детальное их представление — любой кто делает проекты с информацией о разных странах мира, может воспользоваться этими данными в любое время.

3. Профили стран и визуализация

Для каждой из стран есть специальная страница на которой отображаются ключевые индикаторы в виде цифр и графиков. Например, можно посмотреть профили Российской Федерации, Украины или любой другой страны в каталоге стран

Также там есть тематические срезы и индикаторы, можно просмотреть каждый из них.

4. Электронный атлас развития

Это совсем новый проект Всемирного банка в котором данные индикаторов отображаются на карте, есть возможность сравнения и многое другое.

5. Приложение для iPhone

Вполне прилично выглядещее приложение для iPhone

С возможностью просмотра данных через его интерфейс. Может быть не самое актуальное из перечисленных, но полезное приложение.

Однако все эти данные и их визуализации отступают на задний план по сравнению с их развитием. С тем что было бы невозможно без данных, но что и является целью.

Это конкурс. Конкурс — Apps for Development прошедший в этом году и итоги которого подводятся сегодня.

В этом конкурсе разработчикам предлагалось создать общественно полезные и коммерческие приложения на базе данных Всемирного банка. Его призовой фонд составляет 55 тысяч долларов США.
Туда было подано несколько сотен заявок, из которых было принято 107, их все можно просмотреть здесь

Этот конкурс и его итоги как и итоги других подобных конкурсов проходивших ранее и есть вопрос зачем нужны открытые данные.
Они нужны вовсе не для того чтобы кто-то объяснял их полезность и возможности применения. Вовсе нет.
Они нужны для того чтобы Вы _сами_ могли найти те идеи на основе которых вы могли бы создать коммерческие проекты и проекты открытые и полезные для граждан.

Открытые данные не дают ответов и решений. Они дают Вам возможность и свободу находить собственные ответы и именно в этом эта ценность.

Я призываю Вас искать такие решения. Используя мировые данные о России, используя наши, российские открытые данные.

Я могу сказать точно что похожие конкурсы будут и в России, возможно даже в этом году.

Open Government Data Toolkit

The Open Government Data Toolkit is designed to help governments, Bank staff and users understand the basic precepts of Open Data, then get “up to speed” in planning and implementing an open government data program, while avoiding common pitfalls.

Improving Statistical Capacity

International Household Survey Network

The mission of the International Household Survey Network (IHSN) is to improve the availability, accessibility, and quality of survey data within developing countries, and to encourage the analysis and use of this data by national and international development decision makers, the research community, and other stakeholders.

International Comparison Program and Purchasing Power Parity

The International Comparison Program (ICP) is a worldwide statistical initiative—the largest in geographical scope, in implementation timeframe, and in institutional partnership. It estimates purchasing power parities (PPPs) for use as currency converters to compare the size and price levels of economies around the world. The 2011 ICP round covered 199 economies from eight regions.

External Debt Reporting System

At the beginning of each fiscal year, the World Bank Development Data Group provides a status report on the external debt of each country that is an active borrower. The report includes an assessment of the adequacy of debt-reporting arrangements and the nature of any inadequacies (e.g., lack of staff, data problems, inadequate administrative arrangements, simple neglect).

Quarterly External Debt Statistics

The Quarterly External Debt Database, jointly developed by the World Bank and the International Monetary Fund, brings together detailed external debt data that are published individually by countries that subscribe to the IMF’s Special Data Dissemination Standard (SDDS).

The Joint External Debt Hub

Jointly developed by the Bank for International Settlements, the International Monetary Fund (IMF), the Organization for Economic Cooperation and Development (OECD) and the World Bank, the Joint External Debt Hub (JEDH) brings together external debt data and selected foreign assets from international creditor/market and national debtor sources.

Statistical Data and Metadata Exchange

SDMX stands for Statistical Data and Metadata Exchange-the electronic exchange of statistical information. Its goal is to explore e-standards that could allow us to gain efficiency and avoid duplication of effort in our own work and possibly in the work of others in the field of statistical information.The BIS, ECB, EUROSTAT, IMF, OECD, UN, and the World Bank have joined together to focus on business practices in the field of statistical information that would allow more efficient processes for exchange and sharing of data and metadata within the current scope of our collective activities.

The Sponsoring Institutions created common (SDMX) technical and statistical standards and guidelines, together with an IT architecture and IT tools, to be used for the efficient exchange and sharing of statistical data and metadata.

Standardized file formats for data and metadata and standardized contents of these files are the pre-condition for the automated production, processing and exchange of SDMX data and metadata files between national and international statistical organisations.

World Development Indicators

World Development Indicators (WDI) is a collection of time-series data for 214 economies, with many indicators going back more than 50 years. WDI provides cross-country comparable statistics about development and people’s lives around the globe. It is divided into six sections – World View, People, Environment, Economy, States and Markets, and Global Links. International Debt Statistics 2021

The World Bank’s annual report on the external debt of developing countries includes comprehensive data for 122 developing countries, as well as summary data for regions and income groups. This year’s edition of International Debt Statistics is designed to respond to user demand for timely, comprehensive data on trends in external debt in developing countries and help policymakers and analysts assess the potential impact of the Debt Service Suspension Initiative (DSSI) launched by the World Bank and the International Monetary Fund (IMF) in April 2020. As in previous years, IDS provides statistical tables showing the external debt of developing countries that report public and publicly guaranteed external debt to the World Bank’s Debtor Reporting System (DRS). In addition, the publication showcases the broader spectrum of debt data collected and compiled by the World Bank. These include the high frequency, quarterly data for high-income economies and select developing countries reporting to the joint World Bank–IMF Quarterly External Debt Statistics (QEDS) and the Quarterly Public Sector Debt (PSDS) database. The Little Data Book on Financial Inclusion 2018

The Little Data Book on Financial Inclusion 2018 is a pocket edition of the Global Findex database published in 2018. The data represent a third round of data collection since the Global Findex database was launched in 2011. The database provides nationally representative, demand-side data on access to and use of accounts, credit, payments, and savings by adults age 15 and above in 144 economies. WGI aggregation methodology

Governance consists of the traditions and institutions by which authority in a country is exercised. This includes the process by which governments are selected, monitored and replaced; the capacity of the government to effectively formulate and implement sound policies; and the respect of citizens and the state for the institutions that govern economic and social interactions among them.

The Worldwide Governance Indicators report on six broad dimensions of governance for over 200 countries and territories over the period 1996- :

Follow the links above for a definition of each of the six dimensions of governance, and a list of the individual indicators on which each aggregate indicator is based. The WGI are composite governance indicators based on over 30 underlying data sources. These data sources are rescaled and combined to create the six aggregate indicators using a statistical methodology known as an unobserved components model. A key feature of the methodology is that it generates margins of error for each governance estimate. These margins of error need to be taken into account when making comparisons across countries and over time.

The six composite WGI measures are useful as a tool for broad cross-country comparisons and for evaluating broad trends over time. However, they are often too blunt a tool to be useful in formulating specific governance reforms in particular country contexts. Such reforms, and evaluation of their progress, need to be informed by much more detailed and country-specific diagnostic data that can identify the relevant constraints on governance in particular country circumstances.

The WGI are complementary to a large number of other efforts to construct more detailed measures of governance, often just for a single country. Users are also encouraged to consult the disaggregated individual indicators underlying the composite WGI scores to gain more insights into the particular areas of strengths and weaknesses identified by the data.

The WGI are a research dataset initiated by Daniel Kaufmann (Natural Resource Governance Institute (NRGI) and Brookings) and Aart Kraay (World Bank, Development Economics) in 1999. Pablo Zoido and Massimo Mastruzzi also made major contributions to the development and updating of the WGI. The WGI authors are grateful to the Knowledge for Change Program of the World Bank for financial support, to Jacquelyn Pavilon for outstanding research assistance, and to Anna Kojzar, Sebastian Dolber, and Parisa Nazarijam for web support.

The Worldwide Governance Indicators (WGI) are a research dataset summarizing the views on the quality of governance provided by a large number of enterprise, citizen and expert survey respondents in industrial and developing countries. These data are gathered from a number of survey institutes, think tanks, non-governmental organizations, international organizations, and private sector firms. The WGI do not reflect the official views of the Natural Resource Governance Institute, the Brookings Institutions, the World Bank, its Executive Directors, or the countries they represent. The WGI are not used by the World Bank Group to allocate resources.

The WGI compile and summarize information from over 30 existing data sources that report the views and experiences of citizens, entrepreneurs, and experts in the public, private and NGO sectors from around the world, on the quality of various aspects of governance.

The WGI draw on four different types of source data:

Relative to the previous annual update of the WGI, we have made a number of revisions to the underlying source data. These are described here. Some of these changes affect the data for previous years, and so the dataset presented in this version of the website supersedes previous versions. To access previous versions of the WGI dataset, please click here. Please click here for further description of changes in the methodology and/or availability of three data sources that have contributed to large changes in the aggregate WGI indicators for a few countries between 2013 and 2014.

Each of the six aggregate WGI measures are constructed by averaging together data from the underlying sources that correspond to the concept of governance being measured. This is done in the three steps described below.

STEP 1: Assigning data from individual sources to the six aggregate indicators. Individual questions from the underlying data sources are assigned to each of the six aggregate indicators. For example, a firm survey question on the regulatory environment would be assigned to Regulatory Quality, or a measure of press freedom would be assigned to Voice and Accountability. A full description of the individual variables used in the WGI and how they are assigned to the six aggregate indicators, can be found by clicking on the names of the six aggregate indicators listed above. Note that not all of the data sources cover all countries, and so the aggregate governance scores are based on different sets of underlying data for different countries.

STEP 2: Rescaling of the individual source data to run from 0 to 1. The questions from the individual data sources are first rescaled to range from 0 to 1, with higher values corresponding to better outcomes. If, for example, a survey question asks for responses on a scale from a minimum of 1 to a maximum of 4, we rescale a score of 2 as (2-min)/(max-min)=(2-1)/3=0.33. When an individual data source provides more than one question relating to a particular dimension of governance, we average together the rescaled scores.

The 0-1 rescaled data from the individual sources are available interactively through the WGI website here, and in the data files for each individual source. Although nominally in the same 0-1 units, this rescaled data is not necessarily comparable across sources. For example, one data source might use a 0-10 scale but in practice most scores are clustered between 6 and 10, while another data source might also use a 0-10 scale but have responses spread out over the entire range. While the max-min rescaling above does not correct for this source of non-comparability, the procedure used to construct the aggregate indicators does (see below).

STEP 3: Using an Unobserved Components Model (UCM) to construct a weighted average of the individual indicators for each source. A statistical tool known as an Unobserved Components Model (UCM) is used to make the 0-1 rescaled data comparable across sources, and then to construct a weighted average of the data from each source for each country. The UCM assumes that the observed data from each source are a linear function of the unobserved level of governance, plus an error term. This linear function is different for different data sources, and so corrects for the remaining non-comparability of units of the rescaled data noted above. The resulting estimates of governance are a weighted average of the data from each source, with weights reflecting the pattern of correlation among data sources. A key feature of the WGI is that all country scores are accompanied by standard errors. These standard errors reflect the number of sources available for a country and the extent to which these sources agree with each other (with more sources and more agreement leading to smaller standard errors). These standard errors reflect the reality that governance is difficult to measure using any kind of data. In most measures of governance or the investment climate they are however left implicit or ignored altogether.

Changes in governance over short year-to-year periods are difficult to measure with any kind of data, and are typically quite small. Recognizing this, users of the WGI should in most cases not focus on short-run year-to-year changes but rather in trends over longer periods.

As with comparisons across countries, comparisons of governance scores for one country over time need to take into account margins of error: if confidence intervals for governance estimates in two periods overlap, the WGI data should not be interpreted as signaling meaningful changes in governance. The vast majority of year-to-year changes in the WGI are too small relative to margins of error to be viewed as statistically, or practically, significant, and so should not be over-interpreted as indicating a significant change in governance performance. However, over longer periods of time such as a decade, the WGI data do show significant trends in governance in a number of countries.

Changes over time in a country’s score on the WGI reflect a combination of three factors (i) changes in the underlying source data, (ii) the addition of new data sources for a country that are only available in the more recent period, and (iii) changes in the weights used to aggregate the individual sources. For large and statistically significant changes over long periods of time, changes in the underlying source data are most often the most important of these three factors. For the many smaller and often insignificant changes over shorter periods, a combination of all three factors contributes to changes in country scores. Full access to the individual underlying data sources can help users better understand the reasons for changes in the aggregate indicators for a particular country.

Interactive Maps

We’ve mashed up Google Maps with World Bank data to give you a visual entry point to browse our projects, news, statistics and public information center by country. Check out maps.worldbank.org

Google Public Data Explorer

Google Public Data Explorer is a new experimental product designed by Google allowing people to mash up data using line graphs, bar graphs, maps and bubble charts. The visualizations are dynamic, so you can watch them move over time, change topics, highlight different entries and change the scale. Once you have a chart ready, you can easily share it with friends or even embed it on your own website or blog. As of 4/20/2010, Data Explorer contains 58 World Development Indicators. Google Public Data Search

Google Public Data Search allows users to perform English search queries for data on Google and instantly see numerical and graphical results. For example, if you search for “gdp of Indonesia,” you will see a thumbnail graph at the top of the search results page highlighting Bank data and linking to an interactive chart where you can compare the selected data with other countries around the world. You can also embed these charts in your own website or blog by clicking on the “Link” button in the upper right-hand corner of the chart page. As of 4/20/2010, Google search provides search results for 39 World Development Indicators. Search for data like this on Google

World Integrated Trade Solutions (WITS)

WITS is a trade software tool giving access to bilateral trade between countries based on various product classifications, product details, years, and trade flows. It has data on tariff and non-tariff measures, as well as simulation tools to calculate effects of single and multi-market tariff reductions. It has modules to calculate trade indicators to analyze trade competitiveness of countries, and perform Global Value Chain (GVC) analysis. Several useful trade visualizations are made available to users. Pre-aggregated trade statistics can be browsed by country and by indicator. In addition, it provides access to several analytical databases created by World Bank Economists, these include Export of Value Added Database (EVAD), Labor Content of Exports (LACEX) and e-Commerce indicators. In 2018, a module on Non-Tariff Measure indicators was added to obtain indicators like Frequency and Coverage ratio and impact of non-tariff measures on duty free trade, along with visualization of non-tariff measures.

The World Bank Group makes data publicly available according to open data standards and licenses datasets under the Creative Commons Attribution 4.0 International license (CC-BY 4.0). Many datasets are available under other licenses. They are labeled accordingly, and when they are accessed by users, users agree to comply with all of the terms of the respective licenses, as explained below.

Creative Commons Attribution 4.0 (CC-BY 4.0)

The Creative Commons Attribution 4.0 International license allows users to copy, modify and distribute data in any format for any purpose, including commercial use. Users are only obligated to give appropriate credit (attribution) and indicate if they have made any changes, including translations. CC-BY 4.0, with the additional terms below, is the default license for all Datasets produced by the World Bank itself and distributed as open data.

All users of these Datasets under the CC-BY 4.0 License also agree to the following mandatory terms: Any and all disputes arising under this License that cannot be settled amicably shall be resolved in accordance with the following procedure:

Open Database License (ODbL)

The Open Database License allows users to copy, modify and distribute data, including for commercial purposes. Users are obligated to give appropriate credit (attribution), and to provide any redistributions of data under the same license and in open formats. The World Bank distributes data under this license when required to do so by the original data provider or by the conditions of a data partnership.

Microdata Research License

Microdata are unit-level data obtained from sample surveys, censuses, and administrative systems, and are primarily managed through the World Bank’s Microdata Library. While a small percentage of microdata datasets are available under a Creative Commons license, and some are available under other licenses, most are distributed under the World Bank Microdata Research License, which is designed to protect the privacy of individuals that have provided data, and ensure that use conforms to the terms under which the data were originally collected.

Conditions of the World Bank Microdata Research License are summarized as follows:

In addition, the Microdata Library employs various access methods for its datasets. Datasets classified as “Direct access” may be downloaded immediately, while those classified as “Public use” require user registration. “Licensed” datasets require users to submit an application in order to access them. Please refer to the Microdata library for more information.

License Specified Externally

In some cases the World Bank provides metadata for datasets available externally from third-parties. Users should use the provided link to visit the external website, agree to the data license, and access the data if possible.

Custom License

In some cases the World Bank provides access to datasets from third parties according non-standard licenses. These datasets provide custom license information in the metadata section. Users signal their agreement to the terms of the license when they access or download the data.

Data Not Available

In some cases it is not possible to make data available, either because the data are too sensitive, or have been lost or damaged. However, users may still benefit from the available metadata for these datasets.

Workshops And Clinics

Lab Leads regularly organize operationally-relevant learning and networking activities to support staff capacity building and cross-VPU collaboration. Activity materials are recorded for use by teams so they can benefit all colleagues, regardless of time zone.

In this session, Andrew Stober, Head of Global Public Partnerships at Waze, shared more about the Waze for Cities program and how you can leverage the data for your projects. Gabriel Stefanini Vicente, Data Scientist for the Development Data Partnership, walked us through a tutorial on visualizing Waze alerts.

In this session, Dr. Roudabeh Kishi, the Director of Research and Innovation at Armed Conflict Location and Event Data Project (ACLED) presented the data available and case studies. Colleagues Benard Mitto, Jae Kyun Kim, and Miguel De Corral Martin shared how GEMS and FVC have used ACLED data for different projects. Andres Chamorro explained how to access the new ACLED subscription

In this session, Kelsey Mulcahy from Meta’s Data for Good team presented an overview of new survey data available through the Development Data Partnership. Swati Sachdeva (Urban, Resilience and Land Global Practice) and Sreelakshmi Papineni (Africa Gender Innovation Lab) shared how their teams leveraged data to predict COVID-19 contagion risk hotspots and the impact of COVID-19 school closure policies on global gender gaps in business outcomes.

In this session, the Data Lab presented foundational datasets curated to support Ukraine’s response efforts. DIME Lab Lead Maria Jones shared an overview of DIME Analytics, including the services and public resources offered to Bank staff. Environment Lab Lead Nagaraja Rao Harshadeep (Harsh) introduced the sustainable development data resources and services available to Bank staff through the Knowledge, Information & Data Services (KIDS) Helpdesk.

In this session, the Data Corps presented their approach to creating and managing data products that support coordinated Ukraine esponse efforts. Lab Leads Esha Zaveri and Pascal Saura presented the Water Data Portal, a source for water-related open data, including datasets and applications generated or compiled by the Water GP. C. MacKenzie Dove walked us through the Climate Change Knowledge Portal, a hub for climate-related information, data, and tools.

In this session Katherine Macdonald and James Carroll discussed Ookla data and how people worldwide use Ookla’s Speedtest® to measure the quality of their internet connections. Niccolò Comini from the World Bank Digital Development Global Practice shared how his team is working with Ookla’s data in their projects.

In this session, Carlos Sabatino (EAEPV) shared datasets and resources available from the Poverty Global Practice. Lab Leads Sarah Bunker(HGNDR), and Heather G. Moylan (HGNDR) presented the new Gender Data Portal. Finally, Gabriel Stefanini Vicente showed his work-in-progress leveraging mobile location data.

In this session, Edoardo Neerhut and Christopher Beddow from Meta shared Mapillary’s products and image datasets, and use cases for improving urban mobility, monitoring flooding, and surveys post-cyclones/hurricanes and bushfires/wildfires, among others.

In this session, our colleagues from the ITS shared the resources and services available for staff. Manar Eliriqsousi presented the RAD Data Analytics and Visualizations services, and Dany S. Jones showcased the GeoLab’s offerings and support areas.

The team also discussed Meta’s Climate Conversations Maps and other climate-related datasets.

In this session, SpaceX presented how Starlink is already changing lives across the globe through access to high-quality broadband in the most rural and unserved areas. Connectivity is a foundation to improve communities and bridge the digital divide, and Starlink has already supported natural disaster recovery responses, education, healthcare, agriculture, and economic development use cases.

In this session, our colleagues from ESRI presented use cases on environmental, economic, and social topics, and MF colleagues showcased how to visualize granular data with ArcGIS Online using Facebook’s Relative Wealth Index.

In this session, our colleagues from the Infrastructure Vice-Presidency presented the new Global Infrastructure Dashboard. Our ITS Technology and Innovation Lab colleagues shared their research on data-driven Web 3.0 technologies.

In this session, Mikel Maron, Michael Dussert, and Kieran Gupta from Mapbox presented what data products are available and how to use them and discussed their community resources.

Colleagues from the World Bank shared their projects using Mapbox data to optimize tourism investments in Sri Lanka, understand policies on road safety in Nairobi, and inform urban strategy in Costa Rica.

In this session, our colleagues from the ITS Technology & Innovation Lab shared their latest projects and resources, as well as their collaboration with the Korea Country Office. Gabriel Stefanini Vicente (DECAT) walked us through best practices and tips for creating data documentation, and the Development Data Partnership team shared the latest catalog of datasets available from Facebook.

In this session, Outlogic discussed how mobility data is collected and presented use cases. Nick Jones shared GFDRR’s work on informing urban analytics through mobility data. Robert Marty from DIME showed how his team has been using mobile location data from Outlogic to evaluate transport projects.

In this session, Karin Kimbrough, Chief Economist at LinkedIn, presented the new measures of green jobs profiles and possible use cases. LinkedIn’s team gave an overview of the available dataset and their applications.

In this session, Yohnny Raich, Head of Data Product at WhereIsMyTransport (WIMT), discussed how WIMT collects data in emerging markets and presented the offerings via the Development Data Partnership. Fatima Arroyo-Arroyo, Senior Urban Transport Specialist at the World Bank, will discuss her project collecting and using WIMT data in Freetown, Sierra Leon.

In this session, Andres Chamorro (DECAT) showed how the Global Operations Support Team (GOST) is expanding its geospatial services to include data science support, and Annabelle Vinois (GEMS) presented the latest Geo-Enabling Initiative for Monitoring and Supervision (GEMS) staff resources and initiatives. And, Aivin Vicquierra Solatorio (DECAT) walked us through his team’s innovative Natural Language Processing products, which will be foundational to supporting governments digitizing their records for the first time.

In this session, Anu Murgai (Vice President for Commercial Solutions), Jared Laxton (Applied Economist), and Jan Drabek (Delivery Engineer) from Spaceknow presented Spaceknow’s nowcasting data and discuss its use cases.

During this workshop, Karen Byrnes and Shruti Jai will tell us more about Atlas AI and the datasets available through the Development Data Partnership. Our colleagues from the World Bank Development Data Group, Siobhan Murray, and Talip Kilic will share their experience working with Atlas AI in the 50X2030 Initiative.

In this meeting, Rochelle O’Hagan from the Development Economics Data Group presented the Development Data Hub 2.0. Natalie Magee ​from the World Food Programme introduced the WFP Innovation Champions Community. And our colleagues from the Human Development Disruptive Tech Initiative​ sought advice for the Digital Toolkit for Human Development.

In this workshop, We discussed how Dask helps PyData users scale up their computations in exploratory data analysis, data engineering, and machine learning workflows. We also talked about challenges when scaling up to a cluster in terms of networking, performance tuning, package management, and data access. Finally, we walked through a number of interesting use cases with Dask, including an end-to-end workflow with geospatial data.

In this meeting, Duncan Omole and Elena Maslyukova from the WBG Library presented the latest data resources available for Bank projects. Nick Jones from GFDRR, and Gaurav Bhardwaj from DECIS introduced a Python for Data Science training course delivered to WB staff and RAS clients. Finally, Holly Kramberk from DECDG pitched the new Data Corps and Data Goods Programs.

Through the Data for Good program, Facebook receives over a million weekly survey responses from users worldwide on COVID-19 topics such as symptoms, behaviors, and vaccine sentiment.

In this workshop with Kelsey Mulcahy from Facebook’s Data for Good team and Stefani Guevara from the Development Data Partnership team to look at the findings from Facebook’s vaccine hesitancy datasets and learn more about using COVID-19 survey data in your projects.

In this meeting, we welcomed our Data Lab Leads for the FY22. Haishan Fu, Director of Development Data Group (DECDG) provided opening remarks, and colleagues from the Data Lab team gave an overview of the Lab’s activities and Lab Lead’s role.

The purpose of this session is to have a technical overview of the infectious disease catalogs and risk assessment tools. The session covers a historical data overview including, data structure and format, event-level summary, temporal and spatial granularity, and common analyses Furthermore, the session will explain the modeled catalog overview including data structure and format, metadata and data dictionary, temporal data, demographic data, and common analyses.

The purpose of this workshop is to introduce infectious disease event catalogs, which are empirical and simulation-derived datasets that can be used to estimate the frequency and severity of past and potential future infectious disease epidemics and pandemics. While event catalogs are widely used in the insurance and actuarial fields and in the study of natural hazards, only recently have the techniques used to create such datasets have been applied to the study of infectious disease, or to associated development challenges.

In this session, Yhonny Raich from WhereIsMyTransport (WIMT) shares how the company is mapping transportation systems around the world by digitalizing network information from every public transport mode, of every operational style, in emerging-market megacities. WIMT has worked in Africa, Latin America, Southeast Europe, and South and Southeast Asia, using a suite of custom tools for collecting and processing mobility data, and following a project management methodology that supports rapid and effective data production.

In this session, Alex Pompe from Facebook Data for Good Team presents the “The Relative Wealth Index.” The dataset predicts the relative standard of living within countries using de-identified connectivity data, satellite imagery, and other nontraditional data sources.

In this session, Alex Pompe and Omari Sefu from Facebook present the datasets available to World Bank staff, and Sreelakshmi Papineni from the Bank’s Africa Gender Innovation Lab explains how her team has been using Facebook’s Gender at Home and Future of Business Surveys to inform World Bank’s projects.

In this session, Oscar Wahltinez and Aurora Cheung from Google’s Covid-19 Open-Data team present the largest Covid-19 epidemiological database available in addition to a powerful set of expansive covariates. The dataset includes open-sourced data with a permissive license (enabling commercial use) relating to vaccinations, epidemiology, hospitalizations, demographics, economy, geography, health, mobility, government response, weather, and more. Moreover, the data merge daily time-series from hundreds of data sources at a fine spatial resolution, containing over 20,000 locations and using a consistent set of region keys.

In this session, Kartheek Kandikuppa (World Bank ITS) and Maksim Pecherskiy (World Bank DEC Analytics & Tools) share what we need to know before we start working with Databricks.

During this event our DEC colleagues, Florina Pirlea and Divyanshi Wadhwa, lead core members of the SDG Atlas team, will give an overview of the SDG Atlas and walk us through the process involved in the making of the Atlas, starting from ideation to the end product.

Following this, Maarten Lambrechts, a member of the data visualization team behind the SDG Atlas 2020, will share insights from the process and technology used to manage and build the Atlas. He will talk about drafting story outlines, writing and editing text collaboratively, sketching visualizations, managing and wrangling data in R, and finally building stories and scrolly visualizations with React, D3, Adobe Illustrator, and Mapbox.

During the workshop, our Digital Development GP colleagues will share their work on broadband coverage and economic impact assessment conducted in Ukraine through merging multiple private and public data sources such as Ookla data on speed tests and Government’s data on penetration rates. The sessions will cover various aspects such as comparability and compatibility of data, data visualization, and catching anomalies.

Edoardo Neerhut and Christopher Beddow from Mapillary will tell us about the resources and features available to the World Bank staff through the Development Data Partnership. They will also talk about Mapillary’s applications for road surveys and assessment, as well as disaster risk reductions, and OpenStreetMap integrations. And our colleague, Sarah Antos will tell us how her team has been using Mapillary in their projects.

Learn how to work with private sector data available through the Development Data Partnership. This session will cover: how to explore data partners and data opportunities, how to submit a proposal, where to find data documentation, code snippets, and data schemas, and more.

We kicked off the Data Lab Leads 2021 meeting series by inviting guest speaker and fellow colleague Joy Aoun to our first board meeting of the new year in January. Joy has been innovating up a storm on finding ways to quickly inform damage and needs assessments in places that are difficult to reach. Drawing upon social media, news, remote sensing, and other sources, her team has developed methods that may help improve regular project supervision. We also discussed onboarding the next tranche of Lab Leads, followed by a round-robin.

In this meeting, Riccardo de Marchi Trevisan and Calvin Kwon from ESRI presented ESRI Living Atlas and show us the geospatial tools available for bank staff. The team behind the SDG Atlas 2020 Data Visualizations also presented their insights and details about their work.

In this meeting, our colleague Dixi Mengote-Quah presented the work of the SD Remote Sensing Working Group. This was followed by a presentation of the resources and datasets available to work on COVID-19 related projects. Finally, Lab Leads discussed the concept note preview for World Bank Data Lab.

In this meeting, the roadmap from the Data Lab was presented including what’s coming, the organization and structure as well as the round-up of Year 1 activities. Lab Leads also discussed the transition from SD to a World Bank DataLab.

In this meeting, the Development Data Partnership team presented the mobile location data inventory. This was followed by an Introduction to remote supervision technology initiative.

In this meeting, we hosted a special clinic for the health global practice on COVID-19 location-based indicators. We had Bill Hoffman (World Economic Forum), Javier de la Torre (Carto), Alex Pompe (Facebook), Mikel Maron (MapBox), Bo Young Park, and Charlotte Stanton (Google), and Kalev Leetrau (GDELT) present solutions to address the problem, followed by a Round Robin of World Bank colleagues presenting their solutions.

In this meeting, we had a lightning talk from our colleagues at DIME who presented their work and projects. This was followed by a clinic for the team of ProBlue, which was seeking advisory on digital innovation in ocean space.

In this meeting, we learned about the WBG Library and the resources available to staff. This was followed by an overview of the Lab’s Who-Does-What directory.

In this technical session, Gabriel Stefanini Vicente (Development Data Partnership) introduced a new data infrastructure using Dask on AWS to execute the data ingestion pipeline and apply geospatial indexing to instrumentalize mobile location data and facilitate its usage. The session also covered best practices and examples for executing large geospatial operations.

In this technical session, Alex Chunet, European Space Agency (ESA) Representative to the World Bank, explained how the ESA has been working with international organizations to better integrate earth observation tools and technologies in development operations. World Bank teams have access to the EO Clinic initiative and receive support to develop and prototype earth observation products and services.

In this evelopment Data Partnership event, participants learn how IDB, UNICEF, and the WHO are using ESRI GIS technology to supporting COVID-19 response and recovery.

Through the Development Data Partnership, World Bank staff have free access to Twitter’s Enterprise API platform, which offers real-time and historical social data. During this workshop, Twitter staff helped staff get started.

Learn how the team used geospatial data to improve the delivery of social assistance programs in Tunisia. The event is jointly organized by Social Protection & Jobs Global Practice, ITS Technology and Innovation Lab, and the WB Data Lab as part of the LearnDTech Initiative.

Meet our summer intern Afeefah Khazi-Syed, biological engineering major at MIT, as she presents her research on analyzing physical access to health facilities. She hopes her work can inform decisions on how to allocate scarce resources towards placement of mobile health services. Afeefah’s work, which includes open-source code that Bank staff can use to replicate her results, utilizes data from Facebook and MapBox, acquired through the Development Data Partnership (datapartnership.org).

The Development Data Partnership has partnered with four mobility data providers to acquire smartphone GPS data across many emerging economies. These data have applications for understanding population movement during the pandemic, supporting client advisory on topics such as social distancing measures, placement of mobilie testing facilities, and estimating economic activity. At the workshop, participants learned about these data providers, the data transformations undertaken by the Partnership team to make analytics easier, the data documentation system, and recent work on COVID-19 indicators.

A Social Development GP team used alternative data (Twitter, Instagram, news media, Facebook, Google, Premise, etc.) to boost their COVID-19 social impact monitoring. Their work helped rapidly inform decision makers and identify rising public concerns, with a large population sample at a very low cost. Talk topics includesed: monitoring conversations via social media and online news; crowdsourcing citizen information via online surveys; comparing results across different data collection efforts; and integrating with other big data efforts, such as mobility analytics.

COVID-19 and the on-going locust plague pose high risks to food security. Colleagues from the Agriculture Global Practice ask, “What are the available data and digital tools with potential to monitor food prices and help mitigate food supply chain disruptions?” Speakers from the IMF, FAO, the IFC, Premise, and Indigo share their resources and ideas to help address this challenge.

Health colleagues asked the Lab to organize an “emergency” clinic to help them narrow down a set of indicators to support social distancing policy formulation. To get started, we invited external partners from Google, Facebook, MapBox, Unacast, and Carto to share the latest progress globally, as well as colleagues from DEC, GFDRR, Poverty, and FCVs to share progress on the Bank’s efforts. With this firehose of a session, we herded cats to mitigate duplication of effort and set a foundation for collaboration.

At the request of our FCV colleagues, the Lab organized a clinic on the link between air quality and COVID-19 outcomes. We invited speakers from the Environment GP, the European Space Agency, and Climacell to share resources and best practices.

GDELT, an open-licesne repository of real time local news data, is being used to track sentiment towards COVID-19 policies and challenges. The program’s founder, Kalev Leetrau, introduces how to access the many resources avaialble through the platform.

Ookla, part of the Development Data Partnership, is one of the world’s largest providers of global Internet connectivity intelligence data. The workshop started with an introduction to the Ookla platofrm and was followed by a clinic with three Bank team who had submitted proposals to work with Ookla data.

We are very excited to introduce our newest Development Data Partnership member, Indigo. Through Indigo’s Atlas platform, users can access high-resolution, real-time data on crop location and health, impact of weather on crops, and more. During this introductory workshop, we learned about and discussed how we can make the most of this new platform.

The Lab organized a Data Clinic with our Health GP colleagues and Lab memebrs to learn about: (1) WB Health GP priorities for addressing COVID-19 and planned analytical work; (2) Data resources available to Bank staff through the Development Data Partnership (Facebook, Google Health Trends, and MapBox); and (3) Preliminary big data analytics being undertaken by Bank colleagues on different aspects of COVID-19 response.

The Lab organized a Data Clinic for our DIME colleagues, to discuss on-going and proposed use of mobile device data for COVID-19 analytics. Guest speakers include colleagues from Cuebiq and Flowminder, as well as Bank staff sharing ideas and new initiatives.

Amazon Web Services (AWS) training is part of a series of events organized by Development Data Partnership for IT staff and data scientists. The course covered new Amazon tools to make it easier and faster to organize and analyze very large, unstructured data. Training materials include self-paced, step-by-step hands-on lab activities. The Lab organized a Data Clinic (first of its kind) with our Agriculture GP colleagues to brainstorm ideas for tracking and predicting locust swarms, drawing upon the many data resources we have in the Bank. In addition to our Agriculture GP colleagues, colleagues from Climate Change GP, Environment GP, FCV GP, ITS GeoLab, Geospatial Operations and Support Team, DEC Analytics and Tools, DEC Development Data Hub, Development Data Partnership, and WBG Library joined us at the clinic. Together, we defined a clear set of challenges related to the current locust crisis, and we identified analytical methods and resources for addressing these challenges.

Climacell combines traditional weather sensor data with non-traditional sources to derive up-to-the minute, real time micro weather and air quality mapping and forecasts. There service is used primarily by utilities and transportation companies, like Uber and Ford, and airlines, such as JetBlue, United, and Delta. The workshop focused on the Bank’s response to the locust crisis in east Africa as a case study, but discussion and questions covered all manner of challenges – transport, agriculture, industry, etc.

Dr. Soderberg discussed the challenges and opportunities of Open Science and how the Center for Open Science is providing training and guidance to organizations on data sharing/reuse, and adding rigor to data analysis.

Every World Bank project begins with data, but not every project takes advantage of the open and proprietary data sources available to all staff. Learn how to level up your project data acquisition strategy in this lightning talk + game show mash-up.

Through the Development Data Partnership with Facebook, staff can now access anonymized Facebook data products. Facebook colleagues introduced these new resources, and staff who have been using them presented their work on gender, energy, and disaster risk management projects.

Staff were treated to a presentation on how US federal government attracts talented mid-career tech talent to do a “tour of service” to help modernize public services, followed by a visit to the US Digital Service office, across from the White House.

Global Financial Development Database

The Global Financial Development Database is an extensive dataset of financial system characteristics for 214 economies. It contains annual data, starting from 1960. It has been last updated in November 2021 and contains data through 2020 for 106 indicators, capturing various aspects of financial institutions and markets. Please, be advised that the latest release presents changes in the methodology to compute some of the indicators, which have been properly identified in the tab definition and sources.

The Global Financial Development Database is based on a “4×2 framework”. Specifically, it includes measures of (1) depth, (2) access, (3) efficiency, and (4) stability of financial systems. Each of these characteristics is captured both for (1) financial institutions (for example banks and insurance companies), and (2) financial markets (such as stock markets and bond markets). The database builds on, updates, and extends previous efforts, in particular the data collected for the World Bank database “Financial Development and Structure”.

World Bank Enterprise Surveys offer an expansive array of economic data on 180,000 firms in 154 countries. The data is presented in a variety of ways useful to researchers, policy makers, journalists, and others. Note that data users should exercise caution when comparing raw data and point estimates between surveys that did and did not adhere to the Enterprise Surveys Global Methodology.

Business environment and performance indicators are created by computing weighted averages of businesses’ responses to questions in the Enterprise Survey using sampling weights. Indicators are displayed at the country level but can be viewed by firm subgroups as well.

The World Bank in Chad

The World Bank has supported more than 50 development projects, accompanying the country’s work towards achieving sustainable economic growth while reducing poverty.

Overview

A landlocked Sahelian country in central Africa, Chad is grappling with security challenges associated with conflicts in bordering countries as well as the impacts of climate change, in particular accelerated desertification and the drying up of Lake Chad.

With more than 450,000 refugees from Sudan, the Central African Republic, and Nigeria, Chad continues to deal with the consequences of tensions in neighboring countries.

Although Chad had made progress on poverty reduction, with a decline in the national poverty rate from 55% to 47% between 2003 and 2011, the number of poor increased from 4.7 million in 2011 to approximately 6.5 million in 2019. In 2018, 42% of the population was living below the national poverty line.

Chad’s score on the World Bank’s Human Capital Index is 0.30. This means that a child born today will be 70% less productive in adulthood than a child who received a quality education and benefited from appropriate health services. Moreover, 20% of Chadian children will not make it to their fifth birthday, and 40% of children suffer from stunting, which can have long-term implications for their cognitive development. Between the ages of 4 and 18, on average, children in Chad spend no more than five years in school.

With 856 deaths for every 100,000 live births, Chad has one of the highest maternal mortality rates in central Africa, a phenomenon aggravated by the high number of early pregnancies (164.5 births per 1,000 adolescents between the ages of 15 and 19).

Political Context

The year 2021 was one of turmoil marked by elections, amid calls for boycotts, and armed attacks. Rebel forces, led by the “Front for Change and Concord in Chad” (FACT), entered Chadian territory on April 11, 2021, election day, with the stated objective of marching on N’Djamena.

After the death of President Idriss Déby on the front lines was announced on April 20, 2021, a group of military officers seized power on behalf of the Transitional Military Council (CMT), led by the late president’s son, Mahamat Idriss Deby. The CMT declared that it would hold free and democratic elections after an 18-month transition period.

World Bank Group Engagement in Chad

World Bank Group engagement in Chad is guided by a Country Partnership Framework (CPF) that is reassessed and renewed on average every four years. The current CPF covers the period 2016-2021. The preparation cycle for the new strategy began with the update of the assessment of the economic and social situation in Chad. The new strategy is expected to be approved by the board of directors in the current fiscal year. Aligned with the government’s priorities, the current CPF aims to achieve the following:

To help Sahelian countries stabilize the region and expedite their development, the World Bank became a member of the Sahel Alliance launched in July 2017, with the goal of enhancing coordination among partners to provide aid more rapidly and effectively and better targeted to vulnerable zones.

The International Finance Corporation (IFC), the private sector arm of the World Bank Group, has invested in the mobile telecommunications (Milicom) and health (Clinique Providence) sectors as well as in industries and services. In collaboration with the World Bank, IFC is helping the Government of Chad with the implementation of reforms needed to improve the business climate.

IFC is also exploring the possibility of strengthening agricultural sectors such as cotton, gum Arabic, sesame, and livestock, as well as providing technical advisory services and assistance to improve access to financing for Chad.

HUMAN CAPITAL

By mobilizing all stakeholders in society, the Sahel Women’s Empowerment and Demographics Project (SWEDD) seeks to help girls, adolescents, and women living in difficult conditions blossom and achieve their full economic potential by giving them access to a quality education and to adequate reproductive, maternal, and child health services.

The Chad Education Sector Reform Project (PARSET), which aims to improve teaching and learning in primary and secondary schools, achieved the following:

To establish a social protection system that targets the most vulnerable households, the social safety nets project will include cash transfers and cash-for-work activities.

ECONOMY AND FOOD SECURITY

The Bank is partnering with the United Nations Food and Agriculture Organization (FAO) and the World Food Programme (WFP) to assist refugees from the Central African Republic, returnees, and host communities in the south of Chad through the Emergency Agriculture Production Support Project. A pilot initiative has also been launched in partnership with the United Nations High Commissioner for Refugees (UNHCR) to promote the integration of two refugee camps (Gondje and Amboko) into the surrounding villages.

International Debt Statistics (IDS)

Now in its forty-eighth year, International Debt Statistics (IDS) supports policymakers and analysts by monitoring aggregate and country-specific trends in external debt in low- and middle-income countries. It provides a comprehensive picture of external borrowing and sources of lending by type of borrower and creditor with information on data availability and comparability. To further enhance debt transparency, this year’s report introduces additional features, such additional information on average lending terms by creditor country and the currency composition of debt stock. The Central Bank is also featured separately in the borrower composition along with its debt instruments. In addition, the IDS-DSSI database includes the actual debt service deferred in 2020 by each bilateral creditor and the projected monthly debt-service payments owed to all bilateral creditors for year 2021. The IDS 2022 publication provides a select set of indicators, with an expanded data set available online.

These archives contain Excel spreadsheets and range in size from 6-80Mb (compressed), and include databases from the period prior to 2012 when the report was named Global Development Finance. What distinguishes WID.world’s inequality data from the OECD, the World Bank, or other inequality data providers?

Only few institutions provide inequality estimates and those who do so (e.g. the the OECD or the World Bank data portals) rely for the most part on household surveys. One key problem with surveys, however, is that they are based upon self-reporting and are well known to underestimate top incomes and top wealth shares. In addition, surveys only cover a limited time span and make it impossible to offer a long-term perspective on inequality trends.

In contrast, WID.world combines national accounts and survey data with fiscal data sources. This allows us to release inequality estimates that are more reliable – from the bottom to the top of the distribution of income and wealth – and also that span over much longer periods.

The data series provided in WID.world should however not be seen as perfect and definitive: existing series are continuously updated and improved by WID.world fellows, following new raw data releases or conceptual and methodological improvements. All the methodological followed to construct our series can be found in country-specific papers in our methodology library or in the DINA guidelines.

What distinguishes WID.world’s national accounts data from the UN, the IMF, the World Bank, or other national accounts data providers?

Estimates for national accounts (such as national income and national wealth) found on WID.world and on international statistical institutions databases are generally consistent, buy can vary for several reasons.

First, we release detailed series for national wealth accounts, which usually cannot be found on other portals. Next, we include corrections for offshore wealth and offshore capital income, so that our series on foreign capital income inflows and outflows are consistent at the global level (e.g. they sum to zero), which is typically not the case in existing databases.

Finally, reliable series for the consumption of fixed capital (capital depreciation) estimates are not readily available for a large number of countries, so we combine various sources and develop new methods to derive consistent global series.

As a consequence, we are able to offer consistent global series on national income – i.e. GDP minus consumption of fixed capital, plus net foreign income – which do not exist elsewhere.

WID.world uses 2011 Purchasing Power Parity round for international comparisons. It should also be noted that default monetary values for Eurozone countries are displayed in PPP Euros and are thus different from Market exchange rate Euros. A Eurozone country with high relative prices will have a lower PPP Euro average income values. Market exchange rates values can be obtained in our custom menus.

All these methodological choices can explain slightly different values between WID.world and other data portals. They are described in the Metadata associated to each variable and in the associated methodological documents. See in particular the « World National Accounts Series Methodology » (here) and the « Distributional National Accounts Guidelines » (there).

In addition, it should be noted that there are specific countries such as China where there is substantial controversy about price deflators and aggregate real growth. In such cases we review all existing series and attempt to combine them in the most sensible manner. This is fully explained in the country-specific papers.

There are already many on line economic data portals, why using WID.world?

Over the past decades, the increase in economic inequalities was largely driven by a rise in income and wealth accruing to the top of the distribution. However, household surveys, the data sources traditionally used to observe these dynamics, do not capture these evolution very well. They provide useful information and cover a lot of countries but do not inform adequately on income and wealth levels of the richest individuals.

WID.world overcomes this limitation by combining different data sources: national accounts, survey data, fiscal data, and wealth rankings. By doing so, it becomes possible to track very precisely the evolution of all income or wealth levels, from the bottom to the top. The key novelty of the WID.world project is to use such data in a systematic manner, allowing comparisons between countries and over long time periods.

India At-A-Glance

With 1.2 billion people and the world’s third-largest economy in purchasing power parity terms, India’s recent growth has been a significant achievement. Since independence in 1947, a landmark agricultural revolution has transformed the nation from chronic dependence on grain imports into an agricultural powerhouse that is now a net exporter of food.

The World Bank in Rwanda

Rwanda has achieved impressive development gains since the 1994 genocide and civil war. The World Bank supports the energy, agriculture and transport sectors.

Overview

Small and landlocked, Rwanda is hilly and fertile with a population of about 13 million people (2020). It borders the far larger and richer Democratic Republic of Congo, and East African neighbors, Tanzania, Uganda, and Burundi.

With the support of the International Monetary Fund and the World Bank, Rwanda has made important economic and structural reforms and sustained its economic growth rates over the last decade untilCOVID-19 and its impact threatened to reverse the trend.

Political Context

Rwanda has guarded its political stability since the 1994 genocide against the Tutsi. Parliamentary elections in September 2018 saw women fill 61% of seats, the Rwandan Patriotic Front maintain an absolute majority and, for the first time, opposition parties, the Democratic Green Party of Rwanda, and Social Party Imberakuri, winning two seats each. President Paul Kagame was re-elected to a seven-year term in August 2018, following an amendment to the constitution allowing a third term.

Economic Overview

Rwanda now aspires to Middle Income Country status by 2035 and High-Income Country status by 2050. This will be achieved through a series of seven-year National Strategies for Transformation (NST1), underpinned by sectoral strategies focused on achieving the Sustainable Development Goals.

The NST1 came after two, five-year Economic Development and Poverty Reduction Strategies — EDPRS (2008-12) and EDPRS-2 (2013-18), under which Rwanda experienced robust economic and social performance. Growth averaged 7.2% over the decade to 2019, while per capita gross domestic product (GDP) grew at 5% annually. The lockdown and social distancing measures, critical to control the COVID-19 pandemic, sharply curtailed economic activities in 2020. GDP fell by 3.4% in 2020, the first recession since 1994.

COVID-19

The World Bank (WB) has successfully contributed to Rwanda’s COVID-19 response and vaccination efforts by providing support in the following areas:

• Procurement of diagnostic tests and equipment, health supplies and personal protective equipment (PPE’s) as well as to support the implementation of public health measures adopted by the Government to curtail the spread of the virus and to limit its impact.

• Procurement and deployment of COVID-19 vaccines. World Bank financing has so far supported the procurement of 3.6 million doses to reach up to 1.8 million people (equivalent to 14% of the population) fully vaccinated.

• Since the kickoff of the vaccination campaign on March 5, 2021, over 8.94 million people (equivalent to 69% of the pop.) have been reached with at least one dose, including 8.25 million people (63% of the pop.) who are fully vaccinated, and 3.57 million people (27% of the pop.) who have been reached with a booster dose as of April 13, 2022.

Development Challenges

Rwanda’s public-sector led development model has shown limitations, as public debt has increased significantly in recent years. Rwanda’s heavy reliance on large public investments (12.3% of gross domestic product [GDP] in 2019) led to substantial fiscal deficits financed through external borrowing. Consequently, the debt-to-GDP ratio rose to 56.7% in 2019 (from 19.4% in 2010) and is estimated to have reached 71.3% of GDP in 2020, following an increase in borrowing needs due to the pandemic. External financing through grants, concessional and non-concessional borrowing played a key role in financing public investments. Going forward, the private sector will play a bigger role in helping to ensure economic growth. Low domestic savings, skills, and the high cost of energy are some of the major constraints to private investment. Stronger dynamism in the private sector will help to sustain high investment rates and accelerate growth. Promoting domestic savings is viewed as critical, along with inclusive growth. Poverty reduction momentum has weakened in recent years, increasing the urgency to design a medium-term public investment strategy to achieve a more efficient allocation of resources geared toward projects critical for broad-based and inclusive economic recovery following the pandemic.

Social Context

Rwanda’s strong economic growth was accompanied by substantial improvements in living standards, with a two-thirds drop in child mortality and near-universal primary school enrollment. A strong focus on homegrown policies and initiatives has contributed to significant improvement in access to services and human development indicators. Measured by the national poverty line, poverty declined from 77% in 2001 to 55% in 2017, while life expectancy at birth improved from 29 in the mid-1990s to 69 in 2019. The maternal mortality ratio has fallen from 1,270 per 100,000 live births in the 1990s to 290 in 2019. The official inequality measure, the Gini index, declined from 0.52 in 2006 to 0.43 in 2017. However, the COVID-19 crisis is dramatically increasing poverty, and threatening human capital.

The headcount poverty rate is likely to rise by 5.1 percentage points (more than 550,000 people) in 2021, compared to the no-COVID scenario. The combination of poorer nutrition, limited health services, learning losses from school closures, and the likelihood that some children (particularly adolescent girls and children from poor households) may never return to school because of the COVID-19 has the potential to threaten decades of progress in human capital development.

World Bank Group Engagement in Rwanda

The World Bank Group’s (WBG) Country Partnership Framework (CPF) FY21-FY26 is framed around five thematic areas:

The CPF (Country Partnership Framework), prepared by the International Development Association (IDA), the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA), aims to catalyze higher volumes of private resources to support Rwanda’s development. It builds on the government’s National Strategy for Transformation (NST 1) and on its proposed division of labor among development partners.

MIGA currently has two active projects with a total gross exposure of US$23.3 million. They also with investors on potential projects in Rwanda, with an emphasis on fintech and public private partnerships work. MIGA remains open for business across all political risk insurance product lines, including transfer restriction, expropriation, breach of contract, war, civil disturbance, and the non-honoring of sovereign obligations.

Strengthening Social Protection

The Bank has been a key partner to the Government of Rwanda for now over a decade of sustained support to social protection. Through the Social Protection System Project, the Bank has helped build the foundation of a strong social protection system in Rwanda, particularly by supporting the initiation and expansion of the Vision 2020 Umurenge Program (VUP), the government’s flagship social protection program. Currently, different components of VUP benefit more than one and half million individuals in all the targeted households as follows:

Enhancing Infrastructure for Urban Development

Through the Rwanda Urban Development Project (RUDP), the World Bank is supporting Rwanda to provide access to basic infrastructure and enhance urban management in secondary cities and City of Kigali. Since the start of the project in 2016, about 65,000 people have benefited of whom more than half are women, and include the following results:

Connecting Farmers to Markets

The World Bank, through the Rwanda Feeder Roads Development Project (FRDP) is helping the Government of Rwanda to achieve all-season road connectivity to agricultural market centers in 10 selected districts of the country. With about 290km (about 180.2 mi) of feeder roads rehabilitation completed out of project target of 720km (about 447.39 miles); the project’s achievements are already having positive impacting on the farmers’ lives:

World bank data

The Private Participation in Infrastructure (PPI) Project Database has data on over 6,400 infrastructure projects in 137 low- and middle-income countries. The database is the leading source of PPI trends in the developing world, covering projects in the energy, transport, water and sewerage, ICT backbone, and Municipal Solid Waste (MSW) sectors (MSW data includes projects since 2008) Projects include management or lease contracts, concessions, greenfield projects, and divestitures.
